What this shows: the number of bitcoin created by the protocol over time. Every 210,000 blocks the reward per block halves, so issuance slows on a fixed schedule until it ends around 2140. The curve does not depend on price, demand, or anyone's decision.
What this doesn't show: coins that are lost, dormant, or held long-term. Issued is not the same as available. It also says nothing about what a bitcoin is worth.
